Dallas County District Clerk
Currently outdated practices have weaken court efficiency, transparency, and public access. Staff scan handwritten “Pass Slip” forms to reset criminal court hearings, county forms and documents remain available only in English, and generic catch-all codes obscure what occurred in court. A technology rollout generated 26,000 errors—evidence of deeper operational failures rather than an isolated mistake. Many practices remain unresolved, they continue to expose the county and the public it serves to preventable risk and ongoing liability.
This campaign’s goal: Quantum-Records: 1) True digital records — not scanned images of handwritten documents; 2) Bilingual access — forms and information available in English and Spanish, broadly serving the residents of Dallas County; 3) Case Events Coded specificity — every court event accurately recorded with a specific, searchable code — not an overused generic label that hides the truth.
Dallas County deserves a court records system that serves everyone. Quantum-Records is how we get there.
